That's a single non-steerable amplified loop antenna. You asked for a
steerable antenna array, which is quite different and more difficult.

I posted Dallas's design for a Whip antenna here, page down 1/2 way.

Looks simple, but Dallas did many instrument tests and actual in use
tests and discarded his designs as he found improvements.
This one stuck around and is used in many of his antenna designs.



Here's a google search that's finds several of Dallas Lankfords
designs. You could use two of his High Performance active whip antennas
and phase them. If you have room look at his Bi or Quad Delta Flag arrays.
